Vitaliy Mykolenko has signed forEverton on a four-and-a-half-year contract.
The left-back position has been problematic due to the absence of Lucas Digne and will be filled by the 22-year-old who has 21 caps for his country.
He is the sixth new signing for the Goodison Park team since the beginning of the year.
"English football is where the game was born and I think that it will suit my game very well," he said.

The Euro 2020 quarter-finals were helped by Mykolenko.
He was part of the Ukrainian team that reached the Euro 2020 quarter-finals last summer and he was also part of the team that won the league title with Dynamo Kiev.
Mykolenko was handed his first-team debut at the tender age of 18.
"I like to play on the front foot and get forward when I can," said Mykolenko, who scored seven goals and provided 20 assists for the team.
