A man who was convicted for the 2000 beating death of a friend has been denied parole for the fourth time.

Joshua Horein was 16 years old when he killed Amber Brockway.

He was sentenced to 20 years to life in prison after pleading guilty to second-degree murder just days before his trial was to begin.

Horein was granted his first hearing several months before his minimum sentence was up under the state's limited credit time allowance provision, which gives some inmates an opportunity to apply for parole early if they meet certain criteria.

Horein was denied his early release three times by the state Board of Parole.

Horein used the appeal process to get two more early appearances, in March and December of this year, after the board rejected his appeal for release each time.

Joseph Fazzary, who prosecuted Horein after the death of Amber, said it's difficult for everyone to have hearings every six months.
