The Navy needs to evolve and incorporate new technologies to remain effective. It will need to address Russian and Chinese military advances.

China's anti-access/area denial (AD/A2) umbrella is one of the major limiting factors for US or allied aircraft carriers.

This umbrella could prevent aircraft carriers from sailing close enough to Chinese forces for the carrier's jets to strike.

The AD/A2 systems in the South China Sea and the Strait of Taiwan could prevent America's main force-projection tool from projecting force.

Naval Special Warfare.

The Navy's new vision for its air wings doesn't explicitly mention the SEALs or any other special-operations units, but those units are being incorporated into US naval aviation training.

Naval Special Warfare personnel were included in a training event in March that was designed to "certify" a naval task force for joint and/or combined operations.

The aircraft carrier's air wing was able to conduct over-the-horizon targeting because of the work done by Navy SEALs and Special Warfare Combatant-Craft Crewmen.

One of the mission sets that the Navy's SEAL Teams can accomplish is strategic recon.

It isn't as sexy as it sounds and doesn't drive recruitment, but it's a very useful capability to have and to be proficient at. If you can place a couple of guys near the enemy without knowing they are there, then you have an advantage over him, and you can use it to your advantage.

Big Navy's ships and aircraft can be built with the help of Naval Special Warfare, as it can use stealth boats and mini-submarines to covertly approach a target.

Any-sensor, any-shooter.
