Two High School Football Players Who Dressed as Klansmen for Halloween Indicted After Allegedly Terrorizing Black Schoolmate with a Taser



Two students were indicted on charges of assault on a Black teen after they were accused of dressing up as Ku Klux Klan members for Halloween. The two 17-year-olds could face up to ten years in prison if found guilty of the crimes.

The two people indicted by a Refugio County grand jury are Noel Garcia Jr., who is Hispanic, and Rance Bolcik, who is white.

A teenage girl was mentioned in the indictment as an accessory. She is said to have recorded the incident from a cellphone camera and assisted the teens in burning the clothing, however, she has not been charged.

According to The Texas Monthly, all of the four students involved in the case attend the same high school. The victim is on the same football team as the other two. Texas Monthly has a video of the attack on a cellphone. A girl is filming. The footage shows the victim trying to escape his attackers.

The victim says that is not funny. Stop!

The girl warns that they will tase you if you say their names.

The noise from the taser can be heard.

The girl told the two to surround him. Surround him!

The black boy tried to dodge the boy dressed in a white sheet who was handling the device.

The unnamed girl tells one to get on this side of him and the other to get on that side. The girl is laughing loudly.

The black teen is shocked by one of the hooded figures.

The indictment is proof that the citizens of the grand jury in Refugio County saw the evidence and that what my client said happened.

Manning states that it is not clear if the 16-year-old girl will be arrested. A white teen who was trying to intervene also appears in the video near the Black boy.

Manning claims that six other people have been harassed by the same group of teens.

Ronald D. Segers Jr., who is the school district's administrator, said in a press release that he was disappointed in the behavior of the two teens and that he was not responsible for their actions.

The district cannot discipline students for this type of conduct when it occurs off-campus, because they are deeply disappointed that any of our students might find this type of behavior acceptable.

The school will provide counseling for students who have been impacted by the event.

The district has not changed its position regarding the alleged conduct of any Woodsboro student. Woodsboro is committed to making sure that activities like those on Halloween do not happen in our schools, and we are working with our community to make sure our students know that racism and violence have no place in Woodsboro, Texas.

Manning criticized the school for allowing the two boys to play in a football game a week after the assault, calling them out for their "off the campus" position.

Manning called the two students actions "heinous," "inexcusable" and "disgusting" in a press conference in November.

The attorney said that for you to dress up as a Klansmen you have a specific intent. That is not an accident. That isn't kids being kids, that's not boys being boys, that's not high school jinks. High school jinks are not dressing up as Klansmen and tasing people.

The two men are in a Refugio County jail with a $10,000 bond over their heads.
