The Huffington Post reported that unnamed sources familiar with Manchin's remarks said that he argued that parents would use child tax credit money to buy drugs and that workers would abuse paid family leave to get out of work.

The US Senate left town early Saturday morning without voting on the nearly $2 trillion spending package after unsuccessful negotiations between the White House and Manchin over the bill. The West Virginia Democrat, who was a key swing vote in a Senate evenly divided between Democrats and Republicans, officially killed the legislation on Sunday.

The idea that low-income Americans won't be responsible with money from government benefits has led to drug testing for recipients of programs like food stamps and work requirements for Medicaid recipients.

The Huffington Post reported that other Democratic senators were shocked by Manchin's comments and saw them as an unfair assault on those living in poverty.

A representative for Manchin didn't return a request for comment.

The American Rescue Plan, which the Senate passed along party lines in March, increased the maximum amount of child tax credit from $2,000 to $3,600 for parents with incomes of at least $200,000 per year. Over 36 million households have taken advantage of the tax credit.

The child tax credit would have allowed parents who earn below a certain income to receive $300 per child under six and $250 for children between six and 18 for another year. The expanded child tax credit will end at the end of 2021.

There is no evidence that the enhanced benefits are being used to purchase drugs. A US Census survey from October found that most recipients used the money for food, utilities, and school transportation, while 30% put the money towards clothes.

The researchers found that the expanded child tax credit has already helped reduce child poverty and child hunger, and that it has the potential to lift more children out of poverty if extended.
