Prime Minister Boris Johnson has made it a requirement for large sporting events in England to have negative and positive flow tests.
Any venue with more than 10,000 people will need a negative test from the Covid if they have more than 4,000 people.
The passes will work for people who have only had two Covid vaccine doses, although this will be kept under review.
The latest measure will be introduced next week.
