Tokyo Governor Yuriko Koike said that the capital will introduce same-sex partnerships in April.

Koike told the meeting that they would lay out basic principles for introducing a same-sex partnership system in the next fiscal year.

She didn't give any details of the proposal that will recognize same-sex relationships. Tokyo's move will mean that half of the population lives in places with measures to recognize partnerships.

Opinion surveys show that the public is in favor of equal marriage rights, but the Liberal Democratic Party has not shown much enthusiasm for change. Same-sex marriage is not recognized in Japan.

MasaYanagisawa, head of Prime Services Japan at Goldman Sachs, said that this is a significant milestone for Japan. Hopefully, this will have a domino effect on other local governments.

partnership recognition doesn't resolve issues such as inheritance or access to government services. He said that the patchy coverage across the country is unfair.

The lack of full marriage equality in Japan is seen by several international corporations as a barrier to attracting talent to the country. Same-sex partners can face difficulties in obtaining visas.

Even though a majority of respondents in a NHK poll in March approved of same-sex marriage, Prime Minister Fumio Kishida called for caution. The promotion of LGBT understanding was supposed to be a priority for his party before the Tokyo Olympics.

A Japanese court ruled in March that the lack of legal recognition for same-sex marriage violates the constitution. One court in the capital is expected to reach a verdict on the issue next year.

According to Human Rights Campaign, 30 governments have already done so, after Chile became the latest country to introduce same-sex marriage rights this week. Taiwan is the only place in Asia where equal marriage is recognized. A court in Thailand did not grant marriage rights last month.
