US athletes are still expected to compete in the Winter Games despite the boycott.
The move allows Biden's administration to pressure China over its treatment of the Uyghur minority and other human rights abuses.
The US was considering a diplomatic boycott after Biden met with the President of China.
Since the 1980 Moscow Games, the US has not issued a boycott of the Olympics. The US led a protest against Russia's invasion of Afghanistan.
Insider's Cheryl Teh reported earlier this year that China warned the US against a boycott of the games.
