Euro 2020 final disorder: Timeline and witness accounts of those at the game

The trouble at Wembley is being reported.

There was a line of 6,000 zombies trying to get in. A person tried to trick their way into a disabled child's wheelchair.

There were horrible scenes at the Euro 2020 final between England and Italy at Wembley, laid out in a full report.

There was a lot of drunkenness and drug-taking, police dogs being kicked and officers being attacked, bodies "flung to the floor" and players' families "scared for their lives" as 2,000 people without tickets managed to get into the stadium.

The Euro 2020 final between England and Italy is 12 hours before fans arrive at Wembley. It is the home side's first major tournament final in 55 years.

Fans without tickets are in line at pubs. The police and other local partners received a message on the social networking site that said, "Just here for the occasion, no tickets, just talking to fans." It could be a big feature of the day.

A colleague in the licensing team said pubs had told fans without tickets that they had reserved seats for the game. She says that the streets will be full of street drinking with people not attending the game as most just want to come for the atmosphere.

Crowds are consuming alcohol outside of the stadium. The level of drunkenness is noted by a London Underground official, who has worked on various other celebrations. I have never seen drunkenness like this before.

Testimony suggests that a lot of drugs, particularly cocaine, were being taken. The report said that almost half of ticket holders saw illegal drug taking when they arrived at Wembley.

There was a high level of drug use according to steward and security staff. The Sports Ground Safety Authority official said drug usage was noticeable. It took more stewards to hold someone down than it usually takes.

The Silver Commander of the Met Police Service wants officers sent to the stadium before the main deployment.

Wembley's external safety manager claimed that one fan punched a policeman out of nowhere, no build up to the incident, and never seen anything like that before.

Fans stop a bus on Fulton Road in Wembley, close to the stadium, and climb on the roof. The first red flag was the people on the bus and Fulton Road.

The bus was stuck and officers were requested to rescue it.

Flares are set off by the stadium as fans scale traffic lights to get to the stadium.

Those working at the final are concerned by the actions.

The flares caused a real concern for the official. A person with a red flare stood on a concrete wall. That was not normal. It's rare to get a pyro at Wembley.

It was like a medieval football match. Stuff was getting thrown in the air. People are climbing trees and traffic lights. Things had buckled.

British Transport Police officers are in central London.

When more officers will arrive, the FA is told it will be at 15.

175 officers were deployed 30 minutes earlier than planned. There are fireworks, smoke bombs and glass bottles thrown on the road that leads to the stadium.

Olympic Way was busy for several hours before the game.

A further 50 public order officers arrive, along with 100 specialist public officers from the MPS Territorial Support Group. Council workers are also withdrawn for their own safety because it is deemed too unsafe to deploy volunteers.

A ticket holder arriving at Wembley said it was like a war zone. Vandalism, yob behavior, broken glass, highly drunk people, very horrible atmosphere for a lone female. Police were barely seen.

I witnessed bottles and cans being thrown at people, children cowering behind parents to hide, trees being ripped up and thrown, climbing on roofs and throwing things into the crowds.

There is a message on the social media site that advises against travel to Wembley without a ticket. Around 3000 people arrive at Wembley Park Underground station by late afternoon.

The stadium's entrances are open as planned. There is a worry that large numbers of unticketed fans will try to push onto the concourse and contingency plans were a priority.

Wembley's external security manager is worried the OSP will not hold but is told it will be fine.

He said that the biggest concern was the OSP fence. We were told by Wembley officials that it would hold and we would be supported by the police.

The council and police licensing team withdraw from their work at 17:57 because of safety concerns.

An England fan who has been following the team since 1969 said that he felt uneasy because of the possibility of disorder and violence.

The first person to tailgate at Gate A is held by the stewards.

The stadium is connected to the arena by Spanish steps. The safety officer locks all the doors and the report says officials are surprised.

No one was prepared for what happened. It wasn't like they were jumping over before. They started jumping when they saw people go in.

A Wembley level one manager with armed forces experience said it was scary for him. I have enough experience to spot those in this crowd. One level one manager said that it was a lot of fighting in a short period of time.

The officers were sent to deal with the crowds.

The Co-op on Olympic Way ran out of beer at around 16 and closed after a police officer was hit in the head with a bottle.

The Safety Officer unlocks the turnstiles because of the increased crowd density on the outer concourse.

The safety officer temporarily dropped the Covid-19 checks. They are back at 18.41. There was an unprecedented spike of Covid-19 in the stadium and wider area on Euro Sunday. More than 3000 people who attended the game are likely to have been infectious and more than 3000 people who traveled to or from the game are likely to have been exposed to coronaviruses.

A crowd is trying to get into Gate M. Most of those involved are repelled by police and stewards.

Gate K disabled pass gate has around 70 people breaching it.

Several disabled gates were used to try and get into the stadium.

A fan pretended to be a steward and pushed a son's wheelchair towards the door, according to testimony gathered from Level Playing Field.

Gate H - a disabled pass gate, is penetrated by 200 people.

Gate H emergency fire door is broken by around 90 people after a fan opens it. A crowd broke through Pass Gate C.

The Gate D disabled pass gate was opened by the stadium staff. The crowd tried to break the gate for the first time. Twenty people are held back by police and stewards as they try to get into the inner door. This is repeated five more times at 18.86, 18.88, 18.94, and 18.98.

Police officers are sent to all the turnstiles at the request of the safety officer.

The power on emergency fire door magnets is increased from 25% to 100%.

70 people gain entry to the inner areas after a crowd broke Gate C. Gate G fire doors are forced open by a crowd.

350 people gain entry into the stadium. This is repeated again at 19.06. The magnetic fire door locks have their power increased to 100%. This is done again at 19.10

Some of the families of England players had seats at Gate G and they have detailed the experience of fans charging the stadium. A father of a player said that there was a wave of bodies just flung to the floor.

There was a rush from behind, people trying to get through. A person pulled me out and asked me to follow him in the queue. I was scared for my life when I was with my son.

Gate B disabled pass gate is open to ejected tailgaters.

20 people are held back by police and stewards when they try to get into the inner door.

Police officers are at the bottom of the steps after a crowd collapses a fence.

100 people enter the stadium in 30 seconds when Gate H is opened again. People are forced to the floor and trampled. The police presence had little impact on the officials that witnessed the incidents.

An external safety manager said that they needed a police support unit at every turnstile.

I'm not sure if 10 more police units would have worked. An FA/Wembley official said that it was the first time he had seen someone kick a police dog.

The crowd's mood outside the stadium gets worse as the Euro 2020 final kicks off. A London Ambulance Service crew member said that once the game started, people realised that they had to watch it.

People who had purchased tickets are scared inside the stadium. The survey respondents said that people were taking cocaine in front of them. My sons were scared by the events surrounding us and cried for most of the game.

Police warn tactical partners that groups are circling Wembley looking for weaknesses and the council noted a huge group standing off with police at the top of the [Olympic] steps.

Two people were briefly trapped by a crowd pushing over a temporary structure.

51 people were arrested by the Metropolitan Police.

Fans are still trying to find entry points.

The scene was constant for six hours, even in extra time, as people tried to get in.

There are 6,000 people outside according to a message from the police helicopter. They were not watching the game on their phones.

Gate G fire doors are broken for the third time by a crowd. 30 people get into the stadium.

The officials in the stadium are afraid of what the fans will do if England win the match.

The Greater London Authority official wanted Italy to win under penalties. I was begging for the scenario that unfolded because there was a lot of pressure building and I was afraid that the charge would be uncontrollable.

It would have been terrible if England had won. We would have been on our knees if we had declared a major incident in central London and Wembley.

The main exit of supporters is complete.

Italian fans are being abused by English fans. The survey said that Italian supporters were subjected to racist abuse on their way to the stadium.

On the train, we had staff protect Italian fans from abuse. A family of three generations, including a grandchild, were shouted at by England fans on the way in.

The clean up operation of 31 tonnes of rubbish takes five days with many staff saying they never want to do it again.
