Euro 2020 final disorder: Ticketless thugs 'could have killed' at England v Italy game



A review into the disorder that occurred at Wembley before the Euro 2020 final says thatTicketless, drunken and drugged-up people could have caused death.

About 2,000 people got into the England v Italy game illegally according to a report by Baroness LouiseCasey.

There were 17 mass breeches of disabled access gates and emergency fire doors.

The final, which Italy won on penalties, turned into a "day of national shame" according to BaronessCasey.

Her report said that there was a failure in planning for the match, including a stewarding operation that was vulnerable because of the Pandemic and the police deployment that was too late.

There was a "perfect storm" of factors, including the knowledge that about 25,000 of Wembley's 90,000 seats would be empty.

Roles were in the first major final in 55 years. They were let down by a bunch of ticketless, drunken and drugged up criminals who chose to abuse innocent, vulnerable and disabled people, as well as police officers, volunteers and Wembley staff.

We are lucky that there was no more serious injury or worse, and need to take the toughest possible action against people who think a football match is somehow an excuse to behave like that.

Those who lost control of their own behavior are the primary responsibility for what went wrong at Wembley.

Up to 6,000 people were planning to storm the stadium at full-time to celebrate if England won the game in the penalty shoot out, creating a huge public safety risk.
There was a collective failure among the organizations who staged the final to plan for the "foreseeable risk" of disorder and ticketless fans.
Fans arrived at the stadium up to eight hours before the kick-off, with alcohol and drugs being a key factor in the disorder.
The loss of experienced stewards and the extra strain placed on authorities by the Covid-19 restrictions made planning for the final difficult.

What is the review's recommendation?

The events of 11 July can't be allowed to happen again, as LadyCasey concluded that "law-abiding fans, our national team and our national game deserve better".

She said that the ban on drinking on London transport was not enough and that the absence of fan zones close to the stadium was a significant factor in the situation.

The national euphoria and focus on the final made fans gathering and disorder "foreseeable" and there was a collective failure to plan for the worse case scenario.

A series of changes should be made to prevent a repeat.

Fans using drugs, flares and smoke bombs at stadiums and entering stadiums without a ticket can be stopped by authorities.
A campaign is being run by the Football Association to change attitudes towards supporters.
Better communication between the agencies overseeing the match and fans at the stadium.
The new category for football matches "of national significance" will make the event's organizers aware of the unique challenges.

There were 51 arrests made connected to the final, with 26 of them made at Wembley, according to the Metropolitan Police. There were 90 arrests of England fans at Euro 2020.

What does the Football Association say?

Mark Bullingham apologized for the terrible experience that many suffered within Wembley on what should have been a historic night, but said that no event is set up to deal with such disgusting behavior from thousands of ticketless fans.
