FBI And Other Agencies Paid Informants $548 Million In Recent Years With Many Committing Authorized Crimes

According to government audits, federal agencies paid out at least $548 million to people who worked for them.

Some of the people who became millionaires were delivery workers for Amtrak.
Many people were allowed to commit crimes with the permission of their federal handler. There were 22,800 crime authorizations in a four-year period.
The FBI paid $294 million, the DEA paid at least $237 million, and the ATF paid at least $17.2 million.

The information was compiled by our auditors at OpenTheBooks.com. Some of the data is several years old, but it is the most recent available.

The FBI spent $42 million a year on confidential human sources. 20 percent of its intelligence relationships were long term.

The ATF paid 1,855 people $4.3 million for their services. The average was $2,318 for the year.

Some of the Informants earned up to $1 million.

Thousands of confidential human sources are on the payroll each year.

The Drug Enforcement Administration had over 18,000 active confidential sources assigned to its domestic offices, with over 9,000 of those sources receiving approximately $237 million in payments for information or services they provided to the agency.

An airline employee who received more than $600,000 in less than four years, and a parcel employee who received over $1 million in five years, were high-earning sources. The Inspector General at Justice looked into the dealings of the Drug Enforcement Administration.

During the audit, we found that the Drug Enforcement Agency paid at least 33 Amtrak employees and eight TSA employees more than $1 million and $94,000, respectively, between FYs 2011 and 2015.

The IG said that the employee was paid nearly $1 million to be a confidential source. The information could have been obtained by the Drug Enforcement Agency at no cost.

The average DEA Informant made $26,333 over the last five years, which is less than the federal government's bounty.

There may be corruption in the system. Chaffetz was the Chairman of the Congressional Oversight Committee at the time.

The testimony of a confidential Informant in Atlanta was released by a court. She wasn't sure why she was paid. That was what she said. She testified to a sexual relationship with the supervisor of the group. The case is being reviewed by the inspector general.

The DOJ Guidelines on Authorizing "Crimes" by Informants.

The General Accountability Office (GAO) found in a 2015 audit that federal spies often commit crimes with the permission of their federal masters. The GAO reports.

If someone without authorization engaged in the same activities as a confidential source, they would be considered a crime under federal, state, or local law. An agency could authorize an individual to purchase illegal drugs from someone who is the target of a drug-trafficking investigation. Such conduct is considered to be illegal activity.

When authorizing otherwise illegal activity and restrictions on the types of activities an agency can authorize, the Guidelines include certain requirements. The Guidelines prohibit agencies from authorizing an agent to participate in an act of violence, obstruction of justice, or other enumerated unlawful activities.

According to documents obtained by the Daily Dot, the FBI authorized at least 22,823 crimes over the course of two years.

The FBI has employed confidential human sources in controversial roles.

Kidnapping case clouded by Informants' roles.

The feds refused to provide the methods, locations, and names of all but one of the 12 confidential sources involved in the Michigan Governor's kidnapping plot.

Justice announced the arrest of six men in October 2020 who were accused of planning to kidnap Governor Whitmer. Michigan has anti-terrorism statutes that charge eight others for providing material support to the plotters.

The role of some of the people who were acting under the direction of the FBI was much larger than has been reported. They did more than just observe and report on the actions of the suspects. They had a hand in almost every aspect of the alleged plot. The extent of their involvement raises questions as to whether there would have been a conspiracy without them.

The case of the five defendants who have pled not-guilty was delayed after their defense lawyers asked for more time to investigate the case.

The January 6th Capitol Riot had at least two FBI Informants.

The New York Times reported in September that two people embedded with the U.S. Capitol crowd were in contact with the FBI.

According to Julie Kelly at American Greatness, one Informant started working with the FBI in July 2020 and was in close contact with his FBI handler before, during and after the Capitol protest.

In recent testimony, Rep. Thomas Massie played a video of a man encouraging election protestors to go into the Capitol on January 6th. Attorney General Garland was asked if the man was an FBI agent.

Garland wouldn't comment on the investigation. Many believe the man was working with federal authorities before and after the events of January 6th. He has not been arrested or charged.
