The House of Representatives voted to censure and remove Gosar from his committee assignments after he posted a video that was edited to depict him killing a democrat.
The censure resolution was supported by all Democrats and just two Republicans, Liz Cheney and Adam Kinzinger. GOP Rep. David Joyce was present.
Censure is a formal condemnation of an elected official. Ahead of Wednesday's vote, several House Democrats expressed their support for the move.
"As leaders in this country, when we encourage violence with depictions against our colleagues, that trickles down into violence in this country," she said as lawmakers debated the resolution on the House floor. "That is where we have to draw the line."
Kevin McCarthy, the House Minority Leader, invoked the phrase "rules for thee but not for me" to portray the Democratic-led vote as an abuse of power.
Gosar said on Wednesday that he didn't mean to make anyone upset and that there was no threat in the video.
The censure vote was the first since 2010 when Rangel was reprimanded for ethics violations.

Gosar was rebuked on Wednesday after he posted a video on November 7 that showed an edited version of the opening credits of a Japanese animated series.
Gosar is seen in a 90-second clip attacking the "Titan" characters. Gosar's face is superimposed over a character that kills a titan with the face of another person on it. Gosar's character swings two swords at a titan with Biden's face on it.
The question was posed by the post: "Any anime fans out there?"
Democrats called for Gosar to be punished for glorifying violence against his own colleague and the president in the video. Gosar was slammed by the lawmaker as a "psychopath" who shared a fantasy video of him killing her.
The New York lawmaker tagged McCarthy on his account, saying that he would face no consequences.

The company decided that it may be in the public's interest for the Tweet to remain accessible despite being flagged as a hate crime. Gosar deleted his account on November 9.
Gosar said that he does not support violence against Biden or Ocasio-Cortez. He said the video was meant to be a symbol of the GOP's fight against the Democratic party's agenda.
Gosar said in a November 9 statement that the cartoon was not intended to be a targeted attack against RepresentativeCortez or Mr. Biden.
Gosar tried to explain the video in a GOP conference meeting, telling his colleagues he didn't believe in violence against members.

House Republicans argued before the vote that stripping Gosar of his committee assignment would set a bad precedent. If the GOP regains the majority next year, McCarthy has vowed to strip Minnesota Rep. Ilhan Omar of her committee assignments.
The Democrats have dismissed the argument. Hakeem Jeffries told Insider that if Kevin McCarthy was willing to hold his out-of-control members accountable, there would be no issue.
He said that he was not going to live in fear of what the caucus might do in the future. "We have to act in a way that makes clear that violence against women is not acceptable."
McCarthy's threat was derided by Omar as "childish".
"I don't care for it at all," he said. The problem that they have in their caucus is distraction from whataboutism.
The censure vote was related to workplace safety. She said that the presence of many of her colleagues on the Republican side made them feel less safe.

McCarthy defended Gosar in comments to reporters.
He didn't see the video before it was posted. McCarthy told reporters on Tuesday that it was not his intent to show any harm. I told the conference that they couldn't accept any violence or action against another member.
McCarthy has protected the House Republicans despite their actions. Democrats denounced Gosar over his connection to a white nationalist. The lawmaker spoke at the America First Political Action conference in February. Gosar was pictured on a flyer for a charity event. McCarthy dismissed the matter after Gosar denied having any ties to Fuentes.
Gosar has been in the news recently for claiming that the 2020 election was "stolen" and for downplaying the January 6 insurrection. Gosar blamed the death of Capitol rioter Ashli Babbitt on police.
In February, the House Democrats voted to strip fellow far-right lawmaker Greene of her committee assignments. The Georgia congresswoman's past support on social media for right-wing conspiracy theories and political violence prompted the vote. McCarthy accused Democrats of a power grab.
