Alisson Becker, a Brazilian duo from Liverpool, and Fabinho, a Spanian couple on international duty will travel to Spain to complete their Covid-19 quarantine.
They will be going to Madrid to see Atletico Madrid in Tuesday's Champions League match. This will complete their 10 days in isolation.
Liverpool are hopeful that they can face Atletico before returning to the UK with the rest of their team.
Brazil has just played in World Cup qualifiers against Colombia and Venezuela.
Both of these countries are on the UK’s red list.
Jurgen Klopp, Reds boss, stated that "we had to deal with quarantine issues" and that the decision was made that the boys would not be present in Liverpool.
"They will travel directly to Madrid, and then wait for us there, hopefully being able to play against Atletico. Then they will return slightly later than us so that we can resume our normal procedure.
"They could have flown to England, but they would have had to be isolated from their families due to all the quarantine stuff.
"Ali is a mother to three children and after being away with national teams for 10 days and then back in isolation with the same rubbish, we need solutions. They are still not there.
They have already played in Brazil [against Uruguay] on Thursday night so they had four days there and not in a red-list country. That's what matters.
"They can return to work in six more days if they are not in a country on the red list. Then they can start again immediately. So even if they go from bubble-to bubble to bubble, it still takes us 10 days to find the solution.
This means Alisson and Fabinho won't be able to attend Saturday's Premier League visit to Watford.
Liverpool will also be without Curtis Jones (injured on England Under-21 duty) and Thiago Alcantara (still not fully recovered from a calf injury).
Klopp is dissatisfied with England's treatment of Jones, and the lack communication between the parties.
He said that it was difficult to make contact with the English Federation because they do what you want.
He didn't train and he wasn't in the first game. Then he was in the second against Andorra for a few minutes. That's great. It was very important that he played there. He was unable to play tomorrow because of a minor injury.

Chelsea boss Thomas Tuchel, like Klopp has had to deal with the loss of key personnel due to international commitments.
After Thiago Silva, 37, played 90 minutes against Uruguay on Thursday and Tuchel was without him for Saturday's trip at Brentford.
Tuchel acknowledged that he and his Premier League colleagues feel little power to change a match schedule he feels is too busy for the players.
The German said, "I've gotten used to a lot more things in national breaks. This is how it is today."

Tuchel said, "I don’t like it. I think it’s too many games and too many competitions to the top players in clubs. The game is both for the players as well as the spectators.
"The spectators want the best players on the pitch. They want them to be fit, healthy, and hungry. It is impossible to always provide this if you are playing in so many competitions.
However, Tuchel is currently without Silva. Nuno Espirito Sante, Tottenham manager, hasn't ruled out the possibility that his four South American players could be at Newcastle on Sunday.
After playing World Cup qualifiers in the past fortnight, Cristian Romero and Giovani Lo Celso from Argentina, Emerson Royal of Brazil and Davinson Sanchez from Colombia are traveling to London.
