Gavin Newsom signs law giving beachfront property government seized from black family to descendants

Governor. California Governor Gavin Newsom signed into law plans to return prime beachfront property to descendants of a black family that was seized in 1924.
Senate Bill 796 was unanimously passed before Newsom signed it into Law in Manhattan Beach, an upscale Los Angeles suburb. It allows Los Angeles County the right to start the process of transferring public property back into private ownership after it was taken from Bruce's family "because it is hateful and racist," the governor stated.

Newsom stated that "This can be catalytic." "What we are doing today can be replicated elsewhere.

According to the bill, Charles and Willa Bruce were both black entrepreneurs who purchased the land on the Santa Monica Bay's south shore in 1912. The Bruces created a resort catering to blacks at a time when most beaches were not allowed. They were also harassed by white neighbors as well as the Ku Klux Klan. The city took the land in 1924 under eminent title to create a park. Also, the city passed legislation that prohibited the construction of additional resorts. This prevented the Bruces' business from being continued.

The park was never built by the company. In 1948, the land was given to California and in 1995 to Los Angeles County. It is currently home to a lifeguard training facility.

After assessing the land's value and vets descendants, the county will initiate the transfer. The land could be worth up to $75 million.

The bill states that Charles Bruce and Willa Bruce were stripped of their rightful property and their right to derive the rewards of that property.

Proponents of the bills see it as a step towards reparations.

"This bill sets the tone in California for reparations," said Steven Bradford, a state senator. "If you are able to inherit wealth from generations, you can also inherit debt from them.
