Apple's ProMotion display technology was finally transferred to its iPhone 13 Pro and Pro Max models with this year's iPhone 13 Pro and Pro Max. This feature allows high-end iPhones with higher specs to refresh content at 120 times per second. It creates a smoother user interface. This effect is most obvious when scrolling. However, almost all aspects of a UI could benefit from a faster refresh rate.

It appears that the iPhone 13 Pro Max and Pro Max have a limited ProMotion display. 9to5Mac reports that the iPhone 13 Pro and Pro Max limit animations in third-party apps up to 60Hz. Scrolling and full screen transitions work as expected, but not other animations. It is quite jarring. It is even more annoying because it is not something that you will see when using any Apple software; the iPhone 13 Pro Max and Pro Max don't enforce the same restriction on Apple apps.
The iPad Pro has a different limit, which makes it even more confusing. Since its release in 2017, it has treated all third-party and first-party apps equally. 9to5Mac was told by a source that the iPhone's implementation could have something to do battery life considerations. The code in iOS 15 indicates that the limitation is not a bug. We have reached out to Apple for further information. We will update this article if we receive back from Apple.
