The Pakistani men visited England earlier in the year to play three internationals and three Twenty20s.
England has pulled their women's and men's teams out of series in Pakistan in October.
The women were not allowed to travel to Pakistan before 2005.
A "specific and credible threat" forced New Zealand's men to abandon their Pakistan tour on Friday.
A statement from the England and Wales Cricket Board stated that there were increasing concerns about travel to the region.
The statement continued, "We believe that moving forward will add to the pressure on a playing group which has already had to deal with a long period operating in restricted Covid environments."
The England men used the Pakistan trip to prepare for the T20 World Cup. There were fixtures in Rawalpindi on 13 and 14 Oct that were double-headers with women. Heather Knight's team was then scheduled to play one-day internationals in the 17-19 and 21 October.
The ECB stated that there was an added complexity for the men's T20 team. These conditions are not ideal for T20 World Cup preparations, which is where performance remains the top priority in 2021. We understand that this will be a disappointment for the Pakistan Cricket Board who have tirelessly tried to host international cricket in Pakistan.
Six years ago, Pakistan was unable to host international cricket matches after gunmen attacked the Sri Lanka team in 2009.
In 2015, touring teams returned to Pakistan and Pakistan hosted the first Test match for men in their country in 12 years. Sri Lanka was there in 2019.
England players took part in the Pakistan Super League matches in Pakistan, and the South Africa men’s team toured earlier in this year.
The Netherlands and West Indies are the only non-Asian women’s teams Pakistan has ever hosted. Their last home fixture was against Bangladesh in the latter half of 2019.
Ramiz Raja, chairman of Pakistan Cricket Board, told BBC World Service that it was absurd. We went out of our way for international sides.
"I am extremely disappointed, and so are my fans. We needed England right now.
"It's just a small cricket fraternity we have. We expected England to be more responsible. We are sorry, but we will move forward."
In the midst of the coronavirus pandemic, Pakistan visited England in 2020 and 2021. Particularly in 2020, Pakistan accepted strict bio-secure conditions to allow them to play in the UK.
New Zealand's men visited Pakistan for the first-time in 18 years. They were there to witness three ODIs at Rawalpindi, and five T20s at Lahore.
The Black Caps withdrew from the tour after the "escalation of the New Zealand government threat levels to Pakistan",
Raja, who was part of 57 Tests in Pakistan's victory, said: "When Pakistan needed to be supported by the West bloc, they didn't support us."
"Security is a problem anywhere in the world. The Western bloc has treated us poorly.
"They can use mental fatigue to justify their actions, but it is not enough."
Three Tests are planned for England's men in Pakistan at 2022's end.
According to the ECB, it wants to "emphasise an indefinite commitment to our main touring plans for Pakistan in 2022".
'ECB puts its members first'

It is clear that England has a different stance than New Zealand.
While New Zealand pulled out due to a security threat, the word "security" doesn't appear anywhere in the ECB statement.
This second withdrawal from Pakistan within a matter of days will cause havoc in the country.
The ECB is committed to the well-being of its players, despite the suffocating security measures and bio-bubbles that are coming at the Ashes and T20 World Cup, however.

This is a disaster for the Pakistan Cricket Board and makes their plans to host other countries such as Australia in 2022 very uncertain.
In the past few years, they have worked hard to provide safety and security for visiting teams.
They have hosted matches in Pakistan Super League, hosted a World XI, and have hosted visiting teams from South Africa, Bangladesh, Sri Lanka, Zimbabwe, and Sri Lanka since 2019.
This decision has sparked a strong sentiment in the cricket fraternity of the country, highlighting the inequality within the game where power dynamics among countries and commercial interests are often prioritized.
It is especially significant when one considers that Pakistan has visited English shores every single year since 2016. The 2020 tour was also conducted at a time when the UK was experiencing the worst Covid outbreak. Touring teams had to keep a strict quarantine.
The PCB expected that their New Zealand tour in early 2021 would be a catalyst for Pakistani teams to make reciprocal visits.
It was not to be.
