Ministers were urged by UK government advisors to call for householders in England to be held responsible for any rubbish they dispose of and to be prohibited from placing plastic in their bins. This would increase recycling.
Since 2012, domestic recycling rates in England have stagnated at around 45 percent of waste. This has led to significant amounts of rubbish being either disposed of in landfills or burnt at incinerators.
