The Black Caps were scheduled to face Pakistan in the first of three internationals in Rawalpindi, Friday. They then move to Lahore to take part in a five-match Twenty20 series.
After "an increase in the New Zealand government's threat levels for Pakistan", the decision was made to cancel the tour.
England will face Pakistan next month in Rawalpindi in T20 matches.
These matches will be played on 13 and 14 Oct before the Men's T20 World Cup, Abu Dhabi, Sharjah, Sharjah, Sharjah, and Al Amarat.
