Rogozin may be suffering from severe memory impairment or, even more likely, he is trolling NASA again.
Rollercoaster Emotional
After years of shaming NASA and SpaceX, Dmitry Rogozin is now the director-general for Roscosmos in Russia.
Rogozin now claims that Russia will not be leaving the International Space Station early, he told CNN in his first interview since taking over Roscosmos. This is a complete departure from Rogozin's well-documented threats that Russia would be pulled out of an ongoing international partnership with NASA and end a long-standing partnership.
Rogozin stated to CNN that he believes there is an issue with the interpretation. Most likely, I didn't say that.

Problem is? This is not true. Rogozin stated that Russia had plans to take over responsibility for our segment a few months back. Roscosmos is also working to establish its own orbital research station.

He threatened to leave the ISS if the US lifted sanctions against Russia.
He said that either we work together in which case the sanctions will be lifted immediately or we won't work together and will deploy our station.
This is without even getting into the comments made by Rogozins colleagues. Just one day before the CNN interview was published, for instance, a prominent Russian spaceflight official was complaining about potentially-irreparable damage in Russias Zarya module at the space station. Russian officials accused a NASA astronaut of deliberately damaging ISS equipment to allow her to return home earlier than she should have.
Rogozin may be suffering from severe memory impairment or, even more likely, he is trolling NASA again.

He said that he was just talking about how we could continue our friendship, our friendly relations, with our American partners, while the US government is imposing sanctions against the exact same organizations that supply the International Space Station.
