Manchester City has won the League Cup each of the past four seasons
Manchester United will host West Ham United during the Carabao Cup 3rd round.
David Moyes, Hammers' boss after 10 months of service, will be returning to the club where he was sacked in 2014.
Manchester City, the four-time champions, will face League One side Wycombe Wanderers. Nuno Espirito Santato will return to his former club as Tottenham face Wolves.
Chelsea hosts Aston Villa, and Norwich City will welcome Liverpool in the other all Premier League ties.
The games will be held in the week beginning 20 September.
Pep Guardiola's team have won the competition four times in a row, including the win at Wembley last year against Tottenham.
Other third-round matches featuring Premier League teams include Leicester City hosting Millwall, Everton traveling to QPR and Leeds heading to west London to face Fulham.
Watford host Stoke City, Burnley hosts Rochdale, Brighton is at home to Swansea City, and Brentford, who were semi-finalists last season, will be welcoming Oldham Athletic, League Two's bottom side, to the Community Stadium.
The two other ties see Cheltenham Town travel to Preston North End, while Wigan Athletic hosts Sunderland.
