Igor Fruman, a Giuliani associate, is expected to plead guilty to a federal case.
He was also charged with conspiracy, false statements and falsifying records, campaign-finance violations and conspiracy.

Rudy Giuliani, a former mayor of New York, has pleaded guilty to a federal case against him.
Fruman will be appearing at a change-of-ple hearing in Manhattan federal court on Wednesday afternoon. However, the charge or charges to which he will plead guilty are not yet clear.
Fruman, along with his associates Lev Parnas and David Correia were arrested in October 2019. They were charged with conspiracy, campaign-finance violations and making false statements to Federal Election Commission.
The defendants were also charged with conspiracy to commit fraud in a superseding Indictment that was filed in September.
Correia pleaded guilty last year to two charges, defrauding investors as well as making false statements before the Federal Election Commission. He was sentenced to one year imprisonment in February.
Fruman, Parnas and their arrest made headlines just before they were arrested. It was revealed that federal criminal investigations had been initiated into their work for Giuliani. The two men were particularly involved in Giuliani's quest to find out more about Joe and Hunter Biden in Ukraine. They also participated in Giuliani's and Trump's efforts to expel Marie Yovanovitch (the US ambassador to Ukraine).
Trump's first impeachment inquiry was focused on Giuliani's work with Ukraine in connection to US domestic politics. After that, the House of Representatives impeached Giuliani for abuse of power.
