Over 11 million Americans report that they are still behind on their rent.According to Surgo Ventures data, which is a non-profit organization that focuses on data and health, the amount of renters owe can vary greatly between states and counties.The average renter household in the United States owes $3700. Alabama's average debt is $2,700. California's average debt is closer to $5,300.Renters in some areas are more likely to be in debt than others. The average renter in San Mateo County, California is $8,700 behind. Renters who are struggling in Bergen County (New Jersey) owe $6,400 on average. Only $3 billion had been distributed to people by the end of June.
