According to the Guardian, "Thousands of elderly and disabled people living in over a dozen states had to fight against decisions by an algorithm to receive the support services that they need to stay in their homes rather than being institutionalized." The Guardian reported that University of Michigan Professor Emerit Brant Fries was the one who devised the algorithm. He acknowledged that it wasn't designed to determine how much care someone actually needs, but instead to distribute scarce resources in the most equitable manner.
