Runners up are C and Python, both of which saw their popularity rise. The number 3 of the TIOBE index was achieved by C++. The reason for C++'s popularity is that it is an object oriented language. Because of this, it's possible to create software systems with millions of lines of code and not have to worry about maintenance.
