Police in New Delhi said he was at large even if his actions were arrestable. He wasn't taken into custody after he urinated on the woman, then after sobering up, cried and begged the victim not to complain.
She requested that the airport police arrest him, but he was placed opposite her after the incident. She was unable to pursue further legal action after he apologized for what he had done.
India's aviation enforcement body was critical of how Air India handled the incident, saying it was "unprofessional and has led to a systemic failure."
