Dele Alli's contract with Besiktas may be canceled five months into his season long loan.
He has only played nine games in Turkey and scored two goals.
Alli agreed to a guaranteed amount of money for the loan.
There is a problem with paying off the remaining money.
If Besiktas wanted to end the loan early, they would have to pay the entire loan fee and the rest of Alli's wages.
The last of Alli's 37 England caps came in 2017: he failed to produce his best form after joining from Spurs and played 11 times for the Toffees.
Last month, he was loudly jeered by Besiktas supporters when he was substituted after 30 minutes at 2-0 down in a cup tie against second-tier side Sanliurfaspor, as the Istanbul side hit back to win 4-2.
In November, boss Senol Gunes singled out Alli and has not been impressed by the Englishman saying he was performing "below expectations" having substituted him at half-time in the 5-2 victory over Umraniyespor.
With injuries in the middle of the field, Alli could get the chance to start.
Besiktas is 10 points behind leaders Galatasaray.
