It is clear that United provided poor service here. I don't envy the job of people working in lost baggage departments, but telling someone to calm down is not good service. This is not correct unless the baggage services center is a person's apartment.
The big question is if this was an honest mistake or if the person was trying to steal the bag. I don't know what to think. The bag was at the apartment complex for a long time, and empty bags were found by the dumpster.
Why would a person steal a bag and drive it around with it? What is accomplished by that? The person was going about their day-to-day activities with the bag that was just left in the car. It wasn't that someone stole the bags, it was that the professional was the one who was delivering them. Why would this bag be a target?
I don't know what the explanation is, but I'm pretty sure it's an attempt at theft. In terms of delivery timelines, there isn't much accountability, so maybe he forgot the bag was in his car, or he didn't want to drive to where it had to be delivered just yet.
