The proposal had been rejected in Montgomery before it was approved this year. The Second Amendment right to keep and bear arms is referred to in the legislation asconstitutional carry. The permits help fight crime and enhance public safety according to opponents.
25 states now allow permitless carry according to the National Rifle Association Institute for Legislative Action.
