According to CNN, on November 22, the FBI sent out an internal bulletin warning of threats to electricity infrastructure by racially or ethnically motivated domestic extremists. More than 50,000 customers were left without power in Moore County, North Carolina, after two substations were attacked by gunfire. In late November, there were attacks on substations.
