Wang Yi said on Sunday that China would deepen its ties with Russia in the coming year.
Wang, speaking by video to a conference in the Chinese capital, blamed America for the worsening of relations between the world's two largest economies.
China has accused the U.S. of being a bully when it comes to trade, technology, and human rights. Ties have deteriorated due to its refusal to condemn the invasion of Ukraine and join others in imposing sanctions on Russia.
Wang said that China and Russia would benefit from each other. The two countries held naval exercises in the East China Sea.
Wang said that the fundamental principles of objectivity and impartiality have been upheld, without favoring one side or the other.
The economic future of China is tied to American and European markets and technology. Wang acknowledged that experience has shown that China and the United States can't decouple.
He said that China would try to reestablish relations with the U.S. because they had fallen because of the US's actions.
The Secretary of State spoke with Wang by phone. According to the State Department, the need to manage the U.S.-China relationship was one of the topics discussed by Blinken.
The Chinese Foreign Ministry said in a statement that Wang accused the U.S. of being unfair in its treatment of the Ukraine crisis.
