The order allows the grid operator to exceed certain air pollution limits. The emergency order was requested by the Electric Reliability Council of Texas, which warned that it might need to resort to power cuts.

The Energy Department said that a small number of generating units have experienced operating difficulties due to cold weather.

The order stated that 11,000megawatt of coal and gas-fired power, 4,000megawatt of wind and 1,700megawatt of solar power were out or derated.

The grid operators will be required to provide detailed reporting to the Energy Department and complete a post-incident special environmental analysis.

According to the Energy Department, demand on the Texas power grid reached an all-time peak on Friday. Texas officials have assured residents that the power grid is up to the challenge and that there is no danger of another catastrophe like the one in February 2021.
