The doctor is facing federal charges for his involvement in the Capitol riots.
On Tuesday, Starer was arrested and charged with civil disobedience, assault, resisting or impeded certain officers, entering and remaining in a restricted building, engaging in physical violence in a restricted building and disorderly and disruptive conduct in a restricted building.
A tip told investigators that Starer was involved in the riots. Starer had a knife-proof shirt, bottles of pepper spray, and bragged about being ready before he went to Washington, according to an anonymous tip.
Several photos taken by various media outlets show Starer outside the Capitol building before the protesters entered the building.
Starer entered the building through the East Rotunda doors, according to security video. According to the federal document, Starer is shown on the Metropolitan Police Department's body cameras hitting another officer.
It is not known when Starer will appear in federal court in Washington. The phone number listed under Starer's name was not reachable.

The person is a doctor. She is a per diem attending physician in the addiction recovery program at the Faulkner Hospital.
The only information we are able to share is employment status according to the hospital policy. The per diem employee no longer works for the organization.
The second person from MetroWest who was charged was Starer.
Ianni was sentenced to 15 days in federal prison earlier this month, as well as community service. She pleaded guilty in September to disorderly conduct on Capitol grounds. She was taken into custody in January.
The anniversary of the Capitol attack is being marked by dozens of people.
More than 900 people have been charged for their roles in the Jan. 6, 2021, riots.
