The easiest way to distinguish legends is to reach the team's highest point. Lionel Messi would have been the greatest soccer player of all time if Argentina had won on Sunday. Here is a list of the best soccer players who never got the chance to play in the World Cup.

Like Messi,Ronaldo entered the World Cup knowing it would be his last chance to win the trophy. He is older than Messi. He never got to a final in five World Cup appearances.
