You have to pay to advertise. It sounds reasonable to me.

The accounts that were created to promote those social platforms would not be allowed on the platform. The company goes into more detail about the policy on its website.
"We know that many of our users may be active on other social media platforms; however, going forward, we will no longer allow free promotion of specific social media platforms on Twitter."
