The first woman to referee a men's World Cup game oversaw Germany's 4-2 win over Costa Rica.
When will a woman take charge of a top flight men's game in England?
According to Steinhaus-Webb, who is in charge of England's elite female officials, the answer is soon.
She said that a female referee would be in the premier league at some point.
The quality is mind-blowing.
Only two women have followed in the footsteps of Wendy Toms, who was the first woman to be an assistant referee in the premier league.
Steinhaus-Webb became the first woman to referee a top-flight men's game in Germany in September of last year.
She says that Frappart's display is important for paving the way for a new generation.
She said that they are performing for a whole generation of female officials who want to try harder.
Steinhaus-Webb thinks the English game has a lot of potential.
"Now we have a lot of people breaking through the glass ceilings to push the boundaries forward," she said.
Excellent performances on the field of play are recognized by them.
I've never seen a group of officials being that professional, that organized, that detailed in their preparation, on their fitness targets.
The professional behavior we can see is overwhelming.
One of the first female referees in the men's professional game in England was Janie Frampton, who went on to teach referees for 10 years.
She said that the selection of Frappart as a referee is important.
She thinks it's significant.
I was concerned if they were going to take the girls and only use the fourth official. This is a wonderful time.
She said it might take five years for a woman to take charge of a premier league game.
Steinhaus-Webb is also interested in making sure any promotion is for the right reasons.
She doesn't want discrimination.
I don't want women to be promoted to the middle of the league just so we can get a box. We have got girls coming through who could be good enough.
More than 50 female officials are in the Women's Super League.
There were 12 referees at the Women's Euro 2022, with two of them being assistant referees.
Frampton thinks that too many female officials are lost to the top of the game because of grassroots issues.
"We've done better, but we still have a big gap of women coming through, and that's for a lot of different reasons," she said.
We have to make sure that women feel welcome here.
Some of the non-conscious biases are still out there.
