After last year's deadly Astroworld music festival in Houston, questions were raised about whether there was sufficient coordination and communication among officials.

The members of the task force said that the new agreement would clearly outline responsibilities between the parties involved in the event. The group said it will improve communication, the development of safety plans and permitting procedures for large events like the Astroworld festival.

Some of the changes in the new agreement include requiring all relevant safety stakeholders to be together at one location during an event to better monitor any possible problems and creating an internal calendar of events so agencies, officials and departments know about and plan for upcoming events.

It isn't to say that those things weren't present. Houston Mayor Turner said that they weren't as aligned as they should be. There's confusion when there isn't alignment. Bad things can happen when there's confusion.

Questions were raised about a possible lack of coordination between officials who work for the city of Houston and surrounding Harris County and festival promoter Live Nation. The massive crowd surge that led to 10 deaths at the festival was the subject of a lot of questions.

There was confusion as to which agencies and officials had the final say over the event. The festival was held in a parking lot that is part of a complex that includes stadiums, an arena and a convention center that is owned by Harris County but is not in the city of Houston.

The new agreement between the city and county requires a unified command center where all public safety agencies will be located. Houston firefighters weren't given radios to use during the Astroworld festival.

Finner will be able to reject any security plan for such an event.

Houston Fire Chief Samuel Pea said that while the previous agreement required the creation of an emergency action plan, the updated agreement requires that all public safety agencies and other officials participate from the beginning.

Pea said that the difference was the big one.

The new agreement will help the city and county prepare for upcoming events with large crowds that are set to be held at the World Cup and NCAA Final Four.

A year from now.

This is commitment in regards to safety.

The University of Montana College of Business' entertainment management program is run by the same person as the new agreement.

Crowd management is not new. Luoma said that crowd crush or crowd collapse could happen again if the authorities in Houston didn't do their homework.

The people died from compression asphyxia. Their ages ranged from 9 to 27. At the scene, around 300 people were injured and 25 were taken to hospitals.

There were hundreds of lawsuits after the concert. Two wrongful death lawsuits were settled by the families.
