Government employees, agencies and contractors are not allowed to download or use TikTok on state-owned devices. The Chinese Communist Party has been using the social media app to gather information from American users and use it to manipulate them, according to Noem. Government personnel can't visit the TikTok website on browsers.

The belief that the Chinese government is using TikTok to gather data has been raised by US officials over the past few years. President Trump tried to block TikTok in the US. The app was banned by most of the US military because it was a security threat. In the same year, a couple of Republican Senators introduced a bill that would ban government employees from using TikTok on their work phones.

The FBI Director warned US lawmakers that the Chinese government could use TikTok to launch "influence operations" through its recommendation algorithm or to "technically compromise" millions of devices. The FBI's input is being considered as part of the company's negotiations with the US government, according to a TikTok spokesman. After working with the Committee on Foreign Investment in the United States, TikTok is confident that it is on a path to fully satisfy all reasonable US national security concerns.
