McLaren Racing boss Zak Brown wants Formula 1 to change its driver qualification system to make it easier for drivers from the Indy 500.
Red Bull couldn't sign Herta because he didn't have enough points under the super-licence system.
Brown said that the super-licence should be reviewed and that the qualification system should be similar to that of Formula 2.
McLaren gave Herta a test this year as they have done with Alex Palou and Pato O'Ward.
Brown added that all three of them were capable of being F1 drivers.
If you finish in the top 10, you don't have to worry about the 40 points you need for a super-licence.
The top three positions in the championship get 40 points. There is a scale for lower positions. All places in F2 make more money than the same position in Indy.
Herta couldn't get a super-licence because of the disparity.
