According to sources, the English FA along with others wrote to the two organizations to inform them of their plans. Both organizations allow teams to make political statements, but they don't allow them to wear the flags of their countries.

Just one day before the World Cup began, FIFA launched their own armbands for all captains to wear to promote social awareness, despite the fact that they did not have clarity on their stance.

The nine nations were ready to pay a fine for making the gesture, but now there are suggestions that each captain could receive a yellow card at the beginning of the match.

Kane said "I think we've made it clear as a team, as a staff and an organization that we want to wear the armband." I'm sure by gametime tomorrow we'll have the decision, as the FA are talking to FIFA. We want to wear it, I think.

Group C play begins on Monday with England playing Iran.
