The U.S. Department of State quickly dismissed the Russian statement about negotiations for the release of the basketball player.

Russian media reported early in the day that there was new activity in talks that could lead to the return of convicted arms dealer Viktor Bout.

"We haven't found common ground yet, but, undoubtedly, Viktor Bout is among those being discussed and obviously we are hoping for a positive result," according to the report. The Americans are showing some activity and we are working on it.

The statement said that they had made a substantial offer that the Russian Federation had failed to negotiate in good faith. The U.S. Government has continued to propose alternative ways to work with the Russians. The Russian government's failure to seriously negotiate on these issues in the established channel is contrary to its public statements.

Friday's statement made it clear that the U.S. government has not seen a shift in Russian behavior since the election.
