The new Wigan Athletic manager is close to being a former player and coach.
The owners of the Championship side have been impressed by Toure and have offered him the job.
The new manager of Wigan is expected to be announced over the weekend.
The brother of Toure was considered for the role, but he will stay at Spurs where he is part of the academy staff.
The former Celtic player took up a coaching role at the Scottish club in September of last year.
Toure followed Brendan Rodgers to the Foxes.
Toure is set to take up his first managerial role at Wigan, who are currently in the Championship's bottom half.
Richardson was dismissed by the Latics two weeks after they gave him a new three-year contract.
Richardson released a statement on his dismissal from Wigan.
He said that he was sad to leave Wigan Athletic Football Club and that they wouldn't be able to finish what they started. With the club still in transition, I felt we were making great strides, both on and off the pitch, to put Wigan Athletic in a position to return to the top of the football pyramid.
Over the past five and a half years, it has been an honor to manage and coach the club. To represent myself and the football club to the best of my ability, to develop players and staff, and to build an environment and culture that runs through the club, from the first team to the academy is what I've done.
There have been a lot of unforgettable moments. The team broke many records, gained two promotions, and ran in the FA Cup for the first time since being demoted from the premier league. Two of the most recent memorable days came at Hull City, avoiding the drop in a season spent mostly in administration and in the midst of a flu epidemic, with the fans watching from afar, and the Championship promotion game against Shrewsbury, that we were lucky enough to share together.
It is a great honor for me and my family to have a stand named after me The best success for me is seeing many of the players grow and improve as people in their profession and develop into international players.
I will always look back on this time with pride and joy. I don't think any football club has gone through such a transition from administration to winning the league. Everyone was proud of the achievement.

I would like to thank Mr Al Jasmi, the Chairman Mr Talal Al Hammad and the Board of Directors for giving me the opportunity to manage the club. Mal Brannigan and I had an excellent day to day relationship, both as a friend and a colleague.
