In the wake of the missile explosions in Poland, the top U.S. military officer tried to reach out to his Russian counterpart, but was unable to.

The chairman of the Joint Chiefs of Staff said his staff tried to get Russia's top-ranking military official on the phone to discuss the incident.

The lack of communications raises concerns about high-level U.S.- Russian communications in a crisis. If Russia had launched the strike against Poland, there would have been a bigger conflict.

The U.S. and other top leaders believe the strike was launched by the Ukrainian air defense. Uncertainty lasted for hours. Gerasimov isn't usually available for calls, according to several U.S. defense officials.

John Tierney is the executive director of the Center for Arms Control and Non- Proliferation in Washington.

If we are to avoid conflict caused by misconception, miscalculations or mistake, open lines of communication are important. When an explosion happened in Poland, General Milley's counterpart was unavailable or unwilling to engage.

Milley talked to his military counterparts in Ukraine and Poland as the governments worked to determine if the missile that killed two people in Poland was launched by Russia or Ukraine.

Milley said that Russia's recent defeat in the key southern city of Kherson could provide an opportunity to negotiate, as well as the possibility of a slower military operations in the winter.

Milley said at the Pentagon that he wanted to negotiate at a time when he was at his strongest. He said that the Russian military is suffering a lot.

Milley said that if fighting slows down, there may be a chance for talks about a political solution.

The U.S. and its allies are expected to provide more support and weapons for the Ukrainians. It will be up to the Ukrainians to come up with a plan for negotiations.

The Ukrainians are going to make that decision. Austin said that they would support them for as long as it took.

The largest wave of missiles that we've seen since the beginning of the war were launched during the missile that landed in Poland. Russia launched as many as 100 missiles at Ukrainian territory.

Milley doesn't think either side can win a military victory in a short period of time. The chance that Russia will overrun the entire country is close to zero. The task of kicking the Russians out of the country is very difficult. It won't happen in the next couple of weeks unless the Russian army collapses.
