There are Visa and Mastercard gift cards for sale. The fee to purchase these can range from $5 to $6. The only thing that makes it hard to scale up is that the rebates are limited to one perhousehold. There is a new offer this week that will waive the fee completely. Let's see what we can find.

You should be able to purchase up to $1,600 in total per store, per day if there is a limit on the number of stores you can purchase at. The Chase Ink Plus, Ink Cash, and Amex SimplyCash Plus will all give you 5X/5% back on your purchases. I assume you can visit multiple stores and ask to do multiple transactions despite the terms.
Wherever Mastercard is accepted, these Mastercards should work. I am aware that people have had issues with these cards at Walmart, but they can be used at some places and can be used as credit if you use them to buy normal products.

Many 5X sources have been drying up recently, so it is nice to see the return of this offer. One of the better deals we have seen is this one.
