A passenger on a Frontier Airlines flight from Cincinnati to Florida was allowed to bring two box cutter in their carry-on luggage.
The passenger went through the T.S.A. checkpoint at the Cincinnati/Northern Kentucky International Airport with two backpacks.
The man in the video footage put the backpacks and loose items in a bin. A spokeswoman for the T.S.A. said that the agency uses computed tomographic (CT) technology to create 3-D images that can be analyzed.
The passenger's two box cutters were not identified during the screening and the image review capabilities of theCT were not fully used.
It was not clear why the passenger's belongings were flagged for a further search, but one box cutter was found. The box cutter was returned to the passenger after it was removed.
Standard operating procedure requires these items to be placed in checked bags or abandoned. The box cutter was not found despite the backpack containing it being screened for explosives.
The T.S.A. is in charge of security and passenger screening at U.S. airports. There are items that can be checked luggage.
Ms. Mancha said that the T.S.A. workers involved in the incident have been put in a training status. The T.S.A. will provide additional training on the incident for all screening employees.
Tim Turner said that a passenger on the flight threatened to stab passengers and crew. A passenger was taken into custody by the police after the plane was diverted to Atlanta.
A passenger on the flight said that he tried to talk to the man and de-escalate the situation after a woman notified flight attendants of the threat less than an hour after the plane took off.
He said he wanted to slice someone and show them the weapon.
Mr. Cumberbatch said he approached the man before he began pacing at the back of the plane. After the pilot announced that the flight would be landing soon, no one knew if the plane would go to Atlanta or the original destination.
The man with the box cutter tried to leave the plane after most of the other passengers left. He said that another passenger tackled the man.
The Atlanta Police Department referred questions to the FBI after detaining the man. On Sunday, the F.B.I. wouldn't comment.
The T.S.A. is being investigated by the U.S. Attorney's Office for the Northern District of Georgia.
