Audiences and critics are starting to differ on the direction of the second movie in the Black Panther series. The critic score has fallen and the audience score has gone up.
The disparity we saw with the first Black Panther movie, which has a 96% from critics, which was and still is the highest scored movie in the MCU, but fans rated it at 79%, puts it around 20th place out of all the MCU movies.
It is possible that this is the result of a policy that was put in place after another movie was reviewed poorly on the site. The movie got a mediocre score from the critics, but the low audience score was the lowest of the bunch. The movie was released in May of 2019.

You can link various ticket-sellers to your profile to prove you actually bought a ticket to the movie and watched it, the idea being that it would reduce bombing campaigns based on sexism or racism. The audience score for Black Panther may have been lower due to the lack of protection. If you click on the "all audience scores" option, you will see an 81% overall score, which is closer to the original 79% of the first one.
Review bombing works for She-Hulk because there are no verified protections for TV shows in place. There is no way to prove or disprove that someone watched a show with the current system, so people are voting based on what they saw on social media. The scores are a lot more unpredictable.

Disney didn't like their new blockbusters getting slammed with thousands of 1 star reviews before they were even released because their star said something about wanting more diverse film critics. This seems to have helped with review bombing for movies, but we still don't know if people are just scoring low to send a message or if they really dislike something.
