More than 100,000 Russian and Ukrainian troops have died or been wounded in the course of the war, according to Gen. Mark Milley, chairman of the Joint Chiefs of Staff.
In August, the Pentagon estimated Russian losses to be between 70,000 and 80,000.
An effort to retreat from the key Kherson city, announced Wednesday by Sergei Shoigu, Russia's defense minister, will take Russia days and perhaps weeks.
Miller said that Shoigu estimated a loss of 5,937 troops in September, contrary to reports by both Russia andUkraine.
According to Miller, between 15 million and 30 million Ukrainian civilians have become refugees as a result of the war in their country.
Milley told the Economic Club of New York that there is a chance of peace between Russia and Ukraine. Milley said to seize the moment when peace can be achieved. Don't waste time.
Russian forces have occupied vacant apartments in Kherson, despite Zelensky and Miller differing opinions over Russia's decision to withdraw from the city. Mykhailo Podolyak, one of Zelensky's advisors, doubts that Russia is leaving the region, as more believe Russia is attempting to draw Ukraine forces in towards urban conflict.
The counteroffensive to regain areas surrounding Kherson has been ongoing for some time. The shipbuilding city is located close to the Dnipro River, which leads to the Black Sea and the southern coastline of Russia. More than 75 settlements in the region have been liberated by the Ukrainians since Russia captured the city early in the year.
There were an estimated 14,500 casualties during the nine-year conflict between the Soviet Union and Afghanistan. The death of 1 million people was caused by the Soviet occupation of Afghanistan.
