The personal or business version of the Platinum cars can be used for online registration. You can register by logging into your Amex account and clicking on the link from your benefits page.
You should see your status within 72 hours after registration.

Premium Amex users have an expedited avenue to elite status thanks to this tie-up, they no longer have to complete 15 rentals or spend $3000 on rental cars in a single year.

You can register for free President's Circle status if you have a Capital One Venture X rewards credit card.
The Capital One Venture rewards credit card has complimentary five star status. A $2,000 minimum spending threshold on rental cars is needed to earn this. You can register here.
If you are a Delta elite status holder, you can get a free status match for Five Star status for Medallion Gold members and President's Circle status for Platinum and Diamond members.
The tie-up is only for Amex's top two premium credit cards, but other credit cards can also fast-track you to top tier status.
Make sure to sign up for Avis Preferred Plus and National Emerald Club Executive Elite status if you have one of these Amex cards.
If you spend $15,000 on eligible purchases within the first three months of your card membership, you'll get a welcome offer of 150,000 Membership Reward points.
