The assault on Russia's Black Sea Fleet did not destroy any ships, but it angered the Kremlin so much that it pulled out of a grain shipment deal.
The hours-long attack, marked by its novel use of armed, unmanned boats powered by jet ski engines, but it is almost certainly responsible, has not been taken credit by Kyiv. The relatively minor damage it apparently caused last week at Sevastopol, a city with a critical naval base in Crimea illegally annexed by Moscow, should not obscure the strategic importance of cheaply, but demonstrates that nowhere is safe for Russian forces.
Bryan Clark told Insider that it was partly a PR victory for Ukraine. It will force the Russians to put defensive measures in place.

The United States was put on notice that its naval assets could be hurt by an outgunned adversary after the attack on the Cole. A floating security barrier and harbor sentry boats are used to protect ships at the port.
Clark said that this was the first time a naval drone had been used to cause damage on a ship. The Russians are going to have to respect this threat and put fencing up, put floating security barriers up, put some watch standers up and arm them. If you will you will impose a tax on the Russians.
Russia has not taken the necessary steps to protect its Black Sea Fleet, a force which has participated in the missile barrages of Ukraine and lost its flagship. It's possible that the failure is due to arrogance. It has had a similar moment, reflecting the dramatic strides in and easy accessibility of off-the- shelf technology.

Should Russia decide to attack the port city of Odesa, it will give it pause. When Ukraine sunk the Moskva, the former flagship of Russia's Black Sea Fleet, it did so with a cruise missile that was powered by a jet ski engine. A group of naval drones can wreak havoc on the coast.
Russian commanders might now limit what parts of the Black Sea that they're patrolling, forcing Moscow to rely more on its dwindling supply of long-range cruise missiles.
The conflict in Ukraine will not be changed by naval drones. The ability that the Ukrainians can use is given by it. It is more of an evolution than a revolution.
