There are Visa and Mastercard gift cards for sale. The fee to purchase these can range from $5 to $6. This week they will bring back an offer that waives the fee entirely. Let's see what we can find.

The Chase Ink Plus, Ink Cash, and Amex SimplyCash Plus will all give you 5X/5% back on your purchases. I assume you can visit multiple stores and ask to do multiple transactions despite the terms.
Wherever Visa is accepted, these Visa cards should work. I am aware that people have had issues with these cards at Walmart, but they can be used at some places and can be used as credit if you use them to buy normal products.
