Putin told his team to speed up the decision-making process in the conflict after admitting his country faces issues.

His comments were made in Russian and televised, but they appear to have been changed by news organizations.

"Now we are faced with the need to more rapidly resolve issues associated with providing support for the special military operation and the need to counter economic restrictions that were imposed on us, which are truly unprecedented without any exaggeration," Putin said.

The translations of Putin's remarks have been different by the two news organizations. The Kremlin wrote that Putin used the phrase "economic restrictions", but the Agence France-Presse reported that he said Russia was facing economic difficulties because of the war.

If Putin used the words "economic restrictions," it would mark a departure from his usual statements that Russia is holding up well under sanctions.

The challenges Russia has been facing on the ground were acknowledged by Putin in his comments.

The Russian central bank issued several reports in October acknowledging a challenging environment for the country's economy even though it had seemed to be propped up by energy prices.

According to a report released last week by the Russian central bank, Putin's partial military deployment in September created new challenges for production processes. Consumer and business confidence are expected to be negatively affected by the exercise.

The central bank's research department stated that the recovery of economic activity stopped in September. The economy had worsened by the end of the month.

Two days after Russia's defense minister accused Ukraine of preparing to use radioactive "dirty bombs", Putin spoke to his coordination council.

Russia's "transparently false allegations" were rejected by the US, the UK, and France.
